PHP still runs a large share of the web, so the pool is enormous, but it splits hard down the middle. On one side are people whose experience is mostly WordPress themes and legacy PHP 5 maintenance. On the other are engineers writing typed, tested Laravel or Symfony against modern PHP 8. Those two skills share a language and almost nothing else, so the real risk is hiring the first when the job needs the second.
Ask what PHP version they run and whether they use strict types, enums, and Composer as a matter of course, because that alone separates current practice from 2014 habits. Look for real ORM awareness: someone who has hit an Eloquent N+1 and knows how they found it, not just how to write a query. A good story to probe is a production issue on a queue worker or under php-fpm, where memory leaks and long-running processes bite in ways a request-response mental model misses. Testing with PHPUnit or Pest as a habit, rather than an afterthought, is a strong signal.
